Shepherd's pie has this reputation for being fussy. Layers! Mashing! Baking! But strip away the ceremony and it is one of the most practical dinners in existence: seasoned meat and vegetables on the bottom, mashed potatoes on top, oven does the rest. And the whole thing costs about ten dollars to feed four to six people.
(Technically, with beef it is cottage pie — shepherd's pie uses lamb. Nobody at your table will care, and beef is cheaper. We are making cottage pie and calling it shepherd's pie like everyone else does.)
Where the $10 Goes in This Shepherd's Pie
Ground beef is the big spend — half a pound, stretched with vegetables. Potatoes are nearly free per serving. Frozen mixed vegetables do the veggie work for pennies with zero chopping. The only other buys are an onion and maybe beef broth, and honestly water with a bouillon cube works fine.
Pantry givens: oil, salt, pepper, flour for thickening, butter and milk for the mash. If your mashed potatoes are just potatoes plus butter and a splash of milk, you are doing it right — this is not the place for fancy mash.
The Two Things That Make or Break It
First: brown the beef properly. Same rule as the spaghetti sauce — let it sit, let it sear, develop those browned bits. Gray steamed beef makes gray tasting pie. Second: the filling should be thick, not soupy. If it looks wet, simmer it a few more minutes or stir in a spoonful of flour. A watery filling turns the potato topping into a soggy raft, and nobody wants that.
For the potato top, spread it gently — dollop spoonfuls around the edge first, then fill in the middle, so you do not drag filling up through the mash. Drag a fork across the top for ridges. Those ridges catch the heat and go golden and crisp, which is honestly the best part.

This is one of the best freezer meals in the budget arsenal. Assemble in a foil pan, wrap tight, freeze up to 3 months. Bake from frozen at 375°F (190°C) for about an hour, covered for the first 40 minutes. Future you will be very grateful.
Leftovers keep 3–4 days refrigerated — reheat to 165°F (74°C). And if you have leftover mashed potatoes from another night? Congratulations, you are already halfway to shepherd's pie. This dish was basically invented to use things up.
